If the event is outdoors, place large trash cans at different points around the area. Line them with plastic trash bags that can just be removed and discarded when full. If you serve water in single portion plastic bottles, have a special can/bag for those. Label it "Plastic Bottles" and let the guests know where it is located.

Unless you wish to keep the decorative items to use again, you can offer them to the guests by placing a special sticker under the item, table or guest chair and making an announcement to that effect at an appropriate time during the festivities. Depending on what the items are, you might want to use them as prizes for various games or contests. Giving them away leaves less for you to clean up and cart away later.
